
About Project
The Community-based Climate-responsive Livelihoods and Forestry (CCLF) project is a GEF-funded initiative of
UNDP Afghanistan, currently being implemented through Access Point Consulting and Auditing Services Company.
The project integrates climate adaptation into local development planning through a balanced approach that combines practical interventions such as climate-resilient livelihoods, small-scale infrastructure, and ecosystem restoration with capacity building, awareness-raising, and inclusive governance. Implemented in close
collaboration with local communities, authorities, and key partners, CCLF emphasizes local ownership, human security, women’s meaningful participation, and sustainable natural resource management, supported by robust monitoring, learning, and adaptive management systems.

OBJECTIVE
To the provision of Community Mobilization, Awareness, Participatory planning, and
community-based Baseline Data Collection in line with the project documents, laying
the foundation for full-scale implementation in 2026.
IMPROVING THE LIVELIHOOD OF THE POOR TO BUILD CLIMATE RESILIENCE
NRUGS
Support the creation of Natural Resource User Groups (NRUGs) and, where required, introduce adaptive alternative structures to ensure equitable and sustainable resource management.
CLCS ESTABLISHMENT
Hold structured meetings with Community Level Committees (CLCs) to identify and prioritize climate-resilient livelihood options and small-scale infrastructure needs, ensuring inclusive participation of women, youth, and
marginalized groups.
